Abstract
From the beginning, places in different countries were established to monitor the entry and exit of goods and people, as well as to prevent smuggling of goods (illegal entry and exit), and to control traffic. In such a way that the government was aware of all transfers and prevented the entry and exit of dangerous goods such as cold weapons or other prohibited goods. Gradually, with the passage of time, the expansion of societies and the emergence of thriving trade, these places became important commercial places through their own special rules and procedures by establishing special laws and regulations. In such a way that the government also benefits equally from the transactions of individuals with each other. In this regard, in order to monitor the entry and exit of goods, as well as issuing permits for the entry of goods into the country, rights and duties were determined, which sometimes, upon receiving and collecting these demands, merchants and legal representatives of commercial companies are unable to clear their goods. This article, using a library method, aims to provide solutions by examining the problems of goods clearance and take an effective step towards easy clearance of goods.
