The closest legal title in the field of social deviations, which in some cases mostly affect the family and women, and in some other cases, the honor, dignity and personality of individuals, is crimes against morality. Considering the influence of the Iranian criminal law on the religion of Islam and the administration of society based on religion, as well as the implementation of the religious obligation of enjoining good and forbidding evil, it has different effects and rulings in the field of individual and social morality. The main issue of the present study is what is the basis of criminal liability of citizens in an Islamic society? The authors of the study assume that Islamic societies pay attention to individuals' knowledge of the rulings in the field of moral crimes, which are mostly determined by the legislator and for which no punishment is determined, and therefore they are responsible for the mere commission of the behavior. The present study, using an analytical and descriptive method and using sources, is based on the general finding that individuals' responsibility for moral crimes is due to citizens' knowledge of the laws of the law if they have freedom and discretion, and that the root of determining responsibility in the field of these crimes in Islamic societies is to prevent individuals from being victimized.
