It has been said that man is a social and civil-natured creature and the structure of human life lead him to live in a community and attains to evolution and development by living with others, but sometimes, the problems of life are so heavy on the human shoulder that it needs the help and assistance of governments and the support of organizations that are in charge of public services and many of these problems will be solved by their support. At the same time, the importance of social security rights is so much that these types of rights and privileges are explicitly emphasized in the constitutional laws of many countries, and international documents have not neglected them. Usually, illness, unemployment, extrusion, disability, death and retirement due to old age can disrupt every human being life and cause to desperation and poverty. The importance of social security rights is so great and is considered as part of fundamental and basic standards of human rights and is emphasized and supported in the Universal Declaration of Human Rights in 1948 and the International Covenant on Civil and Political Rights in 1966 approved by the United Nations General Assembly, and the research results approved that both domestic and international law systems have paid special attention to the issue of social security rights, and the provision of their necessities is one of the most important concerns of governments and international organizations that are trying to assure from regular and lawful observance of social security rights in all countries by considering the annual reports of human development.
