The relations of the Islamic Republic of Iran with the countries of Central Asia have taken a new form in the context of public diplomacy and diplomatic law in recent decades, especially after the collapse of the Soviet Union. By taking advantage of cultural, religious, and historical commonalities, Iran's public diplomacy has attempted to present a positive image of itself among the people of these countries and thereby influence the decisions of political elites and public opinion. In the meantime, the media, cultural institutions, and academic relations have played a key role in advancing the goals of Iran's public diplomacy. At the same time, diplomatic law, as the legal basis for official interactions between Iran and the countries of Central Asia, has provided a framework for supporting diplomatic missions, immunities, and necessary facilities. The interaction of these two areas—public diplomacy and diplomatic law—has played an important role in stabilizing Iran's position in the region and expanding its soft influence. This article attempts to analyze the potential and challenges in strengthening relations with the countries of Central Asia by examining the connection between these two concepts in Iran's foreign policy.
