The natural and civil rights of persons with disabilities, as one of the largest minorities that make up more than one tenth of the world’s population, comprise a fundamental paradigm of human rights that reflects the inherent dignity and equality of all individuals. The natural and civil rights of persons with disabilities refer to a set of rights and benefits that are of particular importance due to their specific circumstances. Natural rights refer to rights that are naturally and inherently inherent to every human being and include the right to life, the right to liberty, and the right to human dignity. Civil rights, on the other hand, refer to rights that are determined by social laws and regulations and include the right to education, the right to work, the right to access public services, and the right to participate in social life. Research on the natural and civil rights of persons with disabilities shows that this group of individuals faces specific challenges that require special attention and support. Many countries have enacted specific laws and regulations to guarantee the rights of persons with disabilities, but in practice, there are still many obstacles to the full realization of these rights.
This article examines various aspects of the natural and civil rights of people with disabilities, as well as the existing international laws in this regard, and emphasizes the importance of creating an inclusive and equal society.
