In democratic and modern societies, people, as the main owners of power and wealth, play a fundamental role in running the country and solving society's problems. This role is manifested at various levels, from electing representatives and making decisions on major national affairs to participating in local activities and monitoring government performance. The active and responsible presence of people in various fields will guarantee the health and dynamism of society, improve the level of welfare and social justice, and move towards sustainable development. On the other hand, correctly recognizing the role and position of people in governance is one of the matters that plays a decisive role in the political destiny of society. Unfortunately, this discussion has received less attention from this perspective from jurists and researchers, and so far, the discussions that have taken place in Islamic political thought have been from a top-down perspective and from the perspective of recognizing the duties of the ruler, the conditions of the ruler, his legitimacy, etc., and if they have ever addressed this discussion, it has been marginal. Therefore, this research aims to discuss and examine the role and position of people in running the country and solving society's problems.
