The expansion of apartment living has highlighted the necessity of revising the legal framework governing apartment property management. Existing regulations, particularly regarding the scope of managers’ authority, financial transparency, enforcement mechanisms, collection of shared expenses, and dispute resolution among owners, face significant practical challenges. The main issue addressed in this research is the inefficiency of certain legal mechanisms in building administration and the absence of a coherent model for participatory and accountable management. The study aims to propose a legal framework for improving the efficiency of apartment management with emphasis on transparency, conflict-of-interest control, collective decision-making, and the use of modern technologies. This research adopts a descriptive-analytical method with a comparative approach and is based on library sources, legal texts, and relevant legal practices. The findings indicate that redefining the legal position of the building manager or board as a representative institution of owners, designing a financial auditing system, establishing effective enforcement mechanisms, and creating specialized dispute resolution procedures can significantly reduce building-related conflicts and enhance efficiency in apartment management. Furthermore, the use of digital technologies and the strengthening of public supervisory institutions can facilitate effective legal governance in apartment property management.
