Today, despite the water crisis, the need for access to safe, sufficient and sanitary fresh water has become a necessity for governments to realize the well-being and human security of their citizens. On the other hand, the right to water is recognized as a human right. In the meantime, some countries that are located upstream by using the water available in their territorial areas and building large dams prevent the realization of the right to water for their neighbors and limit the access to sufficient amounts of water. By building a significant number of dams under the name of Eastern and Western Anatolian projects, Turkey has created many obstacles to realize this in its downstream countries, i.e. Syria, Iraq and Iran, as well as serious environmental crises despite It has created dams for its neighbors. This research is practical in terms of purpose and in terms of gathering information, using the library method and through the study of valid laws and sources has been done and the obtained information has been analyzed in a descriptive and analytical manner. Considering that water is a vital element of human survival, it affects all aspects of human life. The water shortage crisis is especially important in the countries of the West Asian region due to the dry climate and lack of water. By building dams, Turkey has created extensive water barriers in its downstream countries; It can be said that measures such as water blocking and transboundary water transfer and diversion projects are with political goals, which are one of the ways to fulfill various political goals of governments.
