The expansion of land and asset registration systems in contemporary economies has transformed registry data from a merely evidentiary mechanism for stabilizing ownership into a core instrument of economic transparency and criminal policy. This development has created an inherent tension between legal certainty in property relations and the requirements of combating economic crime.The main research problem concerns the functional conflict between two simultaneous roles of registry data: its protective function in ensuring transactional security and public trust in ownership, and its control-oriented function in detecting, preventing, and prosecuting economic crimes. This tension becomes more pronounced where the criminal use of registry data intersects with privacy principles and legal certainty.The research adopts a descriptive–analytical method based on library sources and both domestic and comparative legal literature. Within this framework, registry data is examined as a multifunctional legal institution and analyzed in relation to property rights, economic criminal policy, and informational transparency.The primary objective is to develop a balanced model between the protective and control functions of registry data. Secondary objectives include examining the role of such data in reducing sham transactions, enhancing economic transparency, and improving the effectiveness of mechanisms for combating financial crimes.The key finding of the study indicates that the effectiveness of registration systems in achieving balance depends on the design of targeted access mechanisms, data integration, and differentiated levels of information use. This ensures that neither transactional security is undermined nor the supervisory capacity of the criminal justice system is restricted.
