In urban construction, from the foundation stage to the point of utilization, a continuous set of technical and legal regulations governs the building process, and any deviation from these standards may give rise to significant legal consequences. In practice, such deviations appear in various forms and create serious challenges for the regulatory system.This chapter examines construction violations committed by contractors in Iran and the legal liabilities arising therefrom, with a particular focus on control mechanisms and adjudicatory bodies, analyzing the structure of legal accountability in this field.The main research problem concerns the multiplicity of regulatory frameworks and supervisory institutions, as well as jurisdictional overlaps among different authorities in addressing construction violations, which has led to reduced coherence in liability enforcement and weakened the effectiveness of urban control systems. The objective of this chapter is to identify the types of construction violations, analyze both intra-urban and extra-urban control systems, and evaluate the jurisdiction of competent authorities from a legal and institutional perspective. The research methodology is descriptive–analytical and based on library sources, statutory laws, and an examination of administrative and quasi-judicial structures and practices.Findings indicate that construction violations encompass a broad range of conduct, including unauthorized construction, breaches of technical, sanitary, urban planning, and environmental standards. Moreover, Iran’s regulatory system is organized into intra-urban and extra-urban levels, involving multiple institutions with partially overlapping functions. Ultimately, the Article 99 and Article 100 Commissions of Municipal Law serve as the most important quasi-judicial bodies in this area; however, ambiguity regarding the scope of their jurisdiction creates challenges in ensuring consistent enforcement of legal liability.
